According to the Hellenic Gaming Commission annual report, gross gaming revenue in Greece reached €3.07bn in 2025, a 6.7% increase over the previous year. Land-based operations remain the primary market segment, while remote gambling continues to expand at a higher rate.
Land-based venues generated €1.88bn, accounting for 61.2% of total revenue. Number games such as KINO led this category with €711.3m, followed by sports betting at €414.2m, video lottery terminals at €365.9m, and land-based casinos at €268.6m. State lotteries and horse racing contributed €114.6m and €6.4m respectively.
Remote gambling revenue grew by 10.5%, supported by 24 licensed operators by year-end. Fixed-odds betting represented 40.3% of online gross gaming revenue, with live casino, poker, and slot games comprising the remaining 59.7%.
Public Receipts and Regulatory Measures
Public income from taxes, levies, and licensing fees rose 11.2% to €1.17bn. Online betting operators supplied €736.9m, or 63.1% of total public revenue. OPAP contributed 27.95% after recording a 16.9% increase in its digital segment, while casino operators and other licensed providers added 5.2% and 3.72% respectively. The regulator collected €3.25m from licensing fee installments and recorded €23m in supervisory income.The commission launched the first phase of a central player registry in 2025, connecting seven license holders to enable unified identification and self-exclusion. Authorities processed 57 indefinite self-exclusion requests, with 84% of applicants male and 63% aged 35 or younger. Gambling advertising expenditure reached approximately €130m, distributed across digital and television channels.
The regulator approved 1,301 marketing plans and declined 156. Enforcement actions included six blacklist updates, raising blocked domains from 9,590 to 12,642, alongside 586 whistleblower submissions. Government estimates place last year’s revenue loss from unlicensed operators at €400m.
Draft legislation to restructure gambling regulations was approved by lawmakers last month, with further provisions pending publication.
